Pro-China Candidate Mohamed Muizzu Wins Maldives Presidency
Pro-China candidate Mohamed Muizzu won Saturday's presidential election in the Maldives, a result set to once again upend the archipelago's relationship with traditional benefactor India.
Muizzu, 45, helms a party that presided over an influx of Chinese loans when it last held power in the atoll nation, better known for its luxury beach resorts and celebrity tourists.
He won 54.06 percent of the vote in the run-off contest, prompting incumbent Ibrahim Mohamed Solih to concede defeat shortly before midnight.
"Congratulations to president-elect Muizzu," Solih wrote on X, formerly Twitter. "I also congratulate the people who have shown a peaceful and democratic process."
Muizzu made a brief appearance outside his party's campaign headquarters to urge supporters not to celebrate until Sunday morning, when campaign restrictions officially come to an end.
Solih, 61, will serve as caretaker president until his successor is inaugurated on November 17.
The result upends Solih's efforts to revert the country's diplomatic posture back towards New Delhi since taking office five years ago.
Muizzu played a pivotal role in an earlier government's development programme, bankrolled in part by financial largesse from China's Belt and Road infrastructure initiative.
He told a meeting with Chinese Communist Party officials last year that his party's return to office would "script a further chapter of strong ties between our two countries".
Geopolitical hotspot
The Maldives sits in a strategically vital position in the middle of the Indian Ocean, astride one of the world's busiest east-west shipping lanes.
Muizzu's mentor, former president Abdulla Yameen, borrowed heavily from China for construction projects and spurned India.
Solih was elected in 2018 on the back of discontent with Yameen's increasingly autocratic rule, accusing him of pushing the country into a Chinese debt trap.
Yameen's turn towards Beijing had also alarmed New Delhi, which shares concerns with the United States and its allies about China's growing assertiveness in the Indian Ocean.
India is a member of the strategic Quad alliance alongside the United States, Australia and Japan.
But Solih's restoration of the Maldives' traditional posture itself proved controversial, with many in the archipelago disapproving of India's outsized political and economic clout.
Muizzu has vowed to free Yameen, currently serving an 11-year sentence for corruption on the same prison island where he had jailed many of his political opponents during his tenure.
In his brief appearance Saturday, Muizzu urged the outgoing president to use his executive power and transfer Yameen to house arrest.
Turnout in Saturday's poll was 85 percent, slightly higher than the first-round vote held earlier this month.
Watchdog group Transparency Maldives said there had been some incidents of "electoral violence," without specifying further details.
Officials said one voter broke open a plastic ballot box, but the ballots were saved and there was no interruption to the count.
Police reported arresting 14 people, mostly for taking photographs of their marked ballot papers and sharing them on social media.

Man With Special Needs Detained For "Misbehaving" On IndiGo Flight
A mentally disabled passenger was detained for allegedly "misbehaving" and "locking himself" inside a bathroom onboard an Indigo Hyderabad-Patna flight following a complaint against him by the crew, officials said.
The alleged incident took place on Indigo flight 6E 126.
Officials further said the accused was detained by the police after landing at the Patna airport.
"He misbehaved on the flight and also locked himself inside the toilet onboard," the crew stated in their complaint.
Station House Officer, Airport police station, Vinod Peter told ANI, "The passenger, Kamar Riyaz, is mentally disabled and is under treatment. He was carrying medical reports. He was travelling with one of his relatives from Hyderabad to Patna."
"On a complaint filed by indigo staff, we detained him," he said, adding that further verification is underway.

"No Posters Or Bribes, Vote For Me If You Want To": Nitin Gadkari
In a sign of his confidence in the work he has done, Union Minister Nitin Gadkari said he has decided not to put up any posters or banners for the Lok Sabha elections next year, nor will he offer any inducements to voters. "I have served you. Vote for me if you like, don't if you do not want to," Mr Gadkari told a public gathering in Maharashtra.
Speaking during the inauguration of a road in Washim on Saturday, Mr Gadkari said in Marathi that he will not bribe (give chai-paani to) the voters and that he would not indulge in corruption, nor let them indulge in it.
"I have decided that I will not put up any banners or posters for the next Lok Sabha elections and will not give any chai-paani. You will not get the darshan of Goddess Lakshmi (a colloquial way of saying one won't get money), nor will you get domestic or foreign liquor. I will not indulge in corruption and won't let you indulge in it either," he said.
Mr Gadkari, who is the minister for Road Transport and Highways, is the Lok Sabha Member of Parliament from the Nagpur constituency.
On Thursday, the minister had said that the government is working on a policy to ensure that there are no potholes on national highways by the end of the year. The ministry is also preferring to undertake construction of roads using the Build-Operate-Transfer (BOT) model as such projects are maintained better, he had said.
Generally, road construction is done using three models - BOT, Engineering, Procurement and Construction (EPC), and Hybrid Annuity Model (HAM).
"The roads which are constructed under the EPC mode require maintenance quite early whereas, under the BOT mode, roads are better constructed as the contractor knows that he will have to bear the cost of maintenance for the next 15-20 years," news agency PTI quoted Mr Gadkari as saying.

All Schools, Colleges Closed In Bengaluru Today Due To Karnataka Bandh
As pro-Kannada and farmers' organisations have called for a 'Karnataka Bandh' on Friday to protest the release of Cauvery river water to neighbouring Tamil Nadu, the administration in Bengaluru has declared a holiday in all educational institutions in the city for the day.
"As Karnataka bandh has been declared by various organizations, a holiday has been declared for all schools and colleges in Bengaluru city in the interest of students," said KA Dayananda, Bengaluru City District Deputy Commissioner.
Meanwhile, in view of the bandh, prohibitory orders under Section 144 of the Criminal Procedure Code (CrPC) have been imposed in the Mandya district, where schools and colleges will remain closed tomorrow, said District Collector Kumar.
Karnataka has been witnessing protests over the release of Cauvery water to Tamil Nadu after the Supreme Court refused to intervene in the decisions of the Cauvery Water Management Authority(CWMA) and its assisting body Cauvery Water Regulation Committee (CWRC) that directed the state to do so.
In the latest decision, the CWRC had ordered Karnataka to ensure the release of 3,000 cusecs of Cauvery water at Biligundlu starting from September 28 till October 15, 2023. In the earlier spell, it was 5,000 cusecs.
Members of Karnataka Rakshana Vedike Swabhimani Sene on Thursday interrupted a press conference being held by actor Siddharth for his film and demanded he leave the venue.
The actor was promoting his upcoming film 'Chikku' in Bengaluru when the members of Karnataka Karnataka Rakshana Vedike Swabhimani Sene disrupted the event, saying that it was not an appropriate time for him to do that as Tamil Nadu was demanding Cauvery River water from Karnataka.
Also, a group of the Karnataka Rakshana Vedike (KRV) activists on Thursday held a massive protest in Bengaluru against the state MPs and Siddaramaiah Government over the Cauvery River water issue.
The KRV activists shouted slogans of "Cauvery Is Ours" as they protested against the release of the river water to Tamil Nadu.
KRV Women's Wing President Ashwini Gowda said that this is the time for all Kannadigas to come together and demanded that the state-elected MPs should come up and speak up on the matter and stand for the people of Karnataka or resign from the post.
"The issue has been raised for 150 years and I think this is the right time for all Kannadigas to come and have a better conclusion," she said in a statement.
The KRV activist also demanded the Prime Minister's intervention in the matter.
"The MPs of Karnataka do not want to raise this issue and they do not want to talk about this. There is not even a single MP talking about the issue of Cauvery, we want them to talk or we want them to resign," she said.

16-Year-Old Boy Dies During Ganesh Idol Immersion At Mumbai's Juhu Beach
Amid the beating of drums and chants of 'Ganpati Bappa Morya', various Ganesh mandals in Mumbai on Thursday started processions to immerse the idols of the deity, marking the culmination of the 10-day festival. By 6 pm, a total of 7,950 idols had been immersed, comprising 7,513 household ones, 329 'sarvajanik' or public idols and 108 of goddess Gauri, a Brihanmumbai Municipal Corporation official said.
He said a 16-year-old boy identified as Hasan Yusuf Shaikh was rescued from the sea at Juhu by lifeguards amid the immersions and rushed to nearby Cooper Hospital, where doctors declared him dead on arrival.
There was no report of any other untoward incident during the immersions across the metropolis till evening, the BMC official added.
As per civic data, 2,199 of 7,950 idols were immersed in artificial ponds set up by the civic body.
The 2,199 idols comprise 2,096 household idols, 63 'sarvajanik' ones and 40 of goddess Gauri, the official added.
Since early in the day, huge crowds gathered at various places in the city to catch a glimpse of their favourite deity, as decked up idols of Lord Ganesh in various forms and sizes were taken out of pandals for their final journey, accompanied by music, dance and prayers.
The festival, which began with 'Ganesh Chaturthi' on September 19, concludes on the 'Anant Chaturdashi' on Thursday with the immersion of idols in the Arabian Sea and other water bodies here.
In Mumbai's Lalbaug area, famous for celebrating the festival with grandeur, the procession of idols of Tejukaya and Ganesh Gully mandals started with chants of 'Ganapati Bappa Morya, Pudhchya Varshi Lavkar Ya' (come soon next year Lord).
The procession of the famous Lalbaugcha Raja idol, that attracts maximum number of devotees during the 10-day festival, started at around 11.30 am.
A large number of people were seen waiting on both sides of roads for the final 'darshan' of the idol.
Thousands of people gathered on the streets of Lalbaug and other major procession routes of Ganesh idols to bid farewell to the deity with heartfelt prayers and witness the vibrant processions being taken out with music, dance and sprinkling of 'gulal' (vermillion powder).
There was also a large gathering of people at Lalbaug's Shroff building to witness 'pushpavrusti' (showering of flowers) on the Ganesh idols.
Crowds also assembled on the main road leading to Girgaon in south Mumbai, from where the maximum number of processions pass. These include the processions of Ganesh idols from Fort, Girgaon, Mazgaon, Byculla, Dadar, Matunga, Sion, Chembur and other areas.
According to the Brihanmumbai Municipal Corporation, as many as 1,65,964 idols, including several household idols, 'sarvajanik' (public) ones and idols of Goddess Gauri, were immersed in various water bodies here including artificial ponds till the seventh day of the festival.

Girl Stabbed To Death On Way To School In Latest Knife Attack In London
London police said they had arrested a teenager after a 15-year-old girl was stabbed to death on her way to school on Wednesday, stoking fresh concern about the scale of knife crime in the UK.
Emergency services including an air ambulance were called to the scene in Croydon, south London, at around 8.30 am (0730 GMT) following reports of a stabbing.
Paramedics battled to save the girl but she was pronounced dead at the scene 50 minutes later, police said, adding that a 17-year-old boy was later arrested.
London mayor Sadiq Khan said he was "heartbroken" by the fatal incident and pledged to "continue working day and night to end the scourge of knife crime in our city".
According to official figures, 99 people under the age of 25 were killed in England and Wales with a knife or sharp object in the year to March 2023. Of those 13 were under the age of 16.
The deaths were among 50,000 stabbing incidents in the year to March 2023, a five percent increase on the previous year and a 75 percent increase on a decade ago, the figures from the Office for National Statistics showed.
Police said the suspect in custody was being questioned by detectives.
"Our immediate thoughts are with this young girl's family who are facing the most tragic of news. Our officers are with the girl's family to support them," said Chief Superintendent Andy Brittain of the Metropolitan Police.
Victor Azare, a 50-year-old security guard on his way home after a night shift, said he and others chased a boy in a school blazer after seeing him stab the girl in the neck with a knife that was "black, thin, and about a foot (30 centimeters) long".
"We tried to catch him and a lot of people tried to save the girl. I was so shocked, I was shaken. It's somebody's daughter," he told British media.
Media reports said the girl had just got off a bus at the time and appeared to have been having an argument with a boy who then attacked her.
The girl, whose identity has not yet been released, was a pupil at Old Palace of John Whitgift School, a private girls' school in Croydon.
"We are deeply shocked by the senseless and tragic death of our much-loved and valued friend and pupil," the school said in a statement.
"It will take some time for the Old Palace community to come to terms with this terrible news.
"Above all, we send our love and deepest sympathies to the girl's family at this unimaginably distressing time," it added.

Bear Gatecrashes Family Picnic In Mexico, Gorges On Enchiladas And Tacos
A picnic party at Mexico's Chipinque Ecological Park turned into a heart-stopping encounter for a family when a hungry black bear decided to join their celebrations. In a video that has gone viral on social media, the bear is seen gorging on enchiladas, salsa, tacos, and french fries laid out on a picnic table in the park.
The incident happened when Silvia Macias of Mexico City was celebrating the 15th birthday of her son, Santiago, who has Down's syndrome at the park, as per BBC. Suddenly, a bear showed up out of nowhere, jumped onto the table, and devoured the picnic snacks. The mother-son, meanwhile, sat frozen in silence, as the woman covered the boy's face and held him tight. When there was no more food, the bear leaped off the table and left.
The video was filmed by Ms. Macias' friend, Angela Chapa, and later went viral across several social media platforms.

The video has gone viral, and many said that they were terrified watching the clip. Many also lauded the woman's bravery and presence of mind. One user wrote, ''I think the mum was the real bear here protecting her young.''
Another commented, ''This bear in Mexico going to town on tacos and enchiladas while people just remain calm is something to behold.'' A third wrote, ''Mom was amazingly cool and obviously well-versed in how to behave in the situation.''
A fourth said, ''If you are ever encountered by a bear, the most important thing is to stay calm. Do not run away, as this may trigger the bear's chase instinct. Instead, back away slowly and make yourself look as big as possible. If the bear charges, curl up into a ball and protect your head and neck.''
According to a BBC report, the park's website warned visitors that encounters with black bears have increased in the Monterrey metropolitan area and have been seen prowling in parks, neighbourhoods, and streets near the mountains increasing the risk to people and to the bears.
The park also advised visitors to "never try to photograph a bear up close".

Disease X: What Do We Know? Not Much, And That Is The Problem
A UK health expert's warning that a new pathogen could cause a pandemic as deadly as the Spanish Flu - which killed 50 million people - has sent alarm bells ringing in a world that is yet to completely emerge from what it hoped was a once-in-a-lifetime event -- Covid-19

Disease X is on the list of "priority diseases" on the WHO website, a roll call that also includes the Ebola virus disease, Middle East respiratory syndrome (MERS) and Severe Acute Respiratory Syndrome (SARS), Nipah and Zika. These are all diseases that have a high fatality rate. The list was first published in 2017.
What Is Disease X
According to the WHO website, Disease X "represents the knowledge that a serious international epidemic could be caused by a pathogen currently unknown to cause human disease". The pathogen could be a virus, a bacterium or a fungus.
In essence then, it serves as a warning that the next pandemic could be lurking around the corner and it is very difficult to predict what could cause it. It also helps direct research and investment towards emerging diseases and is meant to aid in the quick development of vaccines.
"Targeting priority pathogens and virus families for research and development of countermeasures is essential for a fast and effective epidemic and pandemic response. Without significant R&D investments prior to the Covid-19 pandemic, it would not have been possible to have safe and effective vaccines developed in record time," a release quoted Dr Michael Ryan, Executive Director of WHO's Health Emergencies Programme, as saying.
What The Expert Said
In an interview to the Daily Mail, Kate Bingham, who served as the chair of the UK's Vaccine Taskforce from May to December 2020, said the new virus could have a similar impact to the devastating Spanish Flu of 1919-1920.
"Let me put it this way: the 1918-19 flu pandemic killed at least 50 million people worldwide, twice as many as were killed in World War I. Today, we could expect a similar death toll from one of the many viruses that already exist," she said.
"In a sense, we got lucky with Covid-19, despite the fact that it caused 20 million or more deaths across the world. The point is that the vast majority of people infected with the virus managed to recover... Imagine Disease X is as infectious as measles with the fatality rate of Ebola. Somewhere in the world, it's replicating, and sooner or later, somebody will start feeling sick," Ms Bingham told the Daily Mail.
Strategy
The WHO's R&D Blueprint is a global strategy and preparedness plan that allows the rapid activation of research and development activities during epidemics. It is meant to to fast-track the availability of effective tests, vaccines and medicines that can be used to save lives and avert large-scale crises, according to the WHO website.
For each disease an R&D roadmap is created, followed by target product profiles. The roadmap is then used to guide the response to outbreaks in both urgent action and in developing ways to improve the global response for future epidemics.
Pandemics Increasing?
While the origins of Covid-19 aren't 100% clear, it is believed to be a zoonotic disease which first infected a human in Wuhan, China, through a bat or some other animal.
As per the National Center for Biotechnology Information (NCBI) in the United States, the potential for diseases to spread and escalate into epidemics or pandemics is increasing. The reasons cited for this include globalisation and the increased flow of humans and goods to all parts of the world.
The other reasons include urbanisation and the fact that, in many parts of the world, people are clustered together and living in overcrowded and unhygienic environments in which infectious diseases can thrive. The destruction of forests is also seen as a big danger.
The NCBI cites climate change, increased human-animal contact, and a shortage of health workers as the other reasons. The last of these is important because trained health workers can help identify and contain diseases before they spread, but they are usually lacking in places where such epidemics originate.

Chandrababu Nadu, With Z Plus Cover, Seeks Refuge From Mosquitoes In Jail
N Chandrababu Naidu has Z plus security in prison but it's no match against the mosquitoes.
In a tweet, on Thursday, Nara Lokesh, Chandrababu Naidu's son, expressed suspicion that Chief Minister Jagan Reddy had imprisoned his father with the intent of killing him.
A few days ago, a prisoner in the Rajahmundry Central Jail in Andhra Pradesh, where Mr Naidu is also lodged in connection with a corruption case, died due to dengue, Nara Lokesh pointed out, raising concern over his father's health.
Mr Lokesh also alleged that the prison authorities have ignored Chandrababu Naidu's complaints about mosquito bites in the jail.
Similarly, the TDP Andhra Pradesh President, Kinjarapu Atchannaidu, today, expressed concern about a severe mosquito infestation in the prison. He emphasized that these concerns have intensified following the death of a prisoner due to dengue.
Atchannaidu revealed that the prison authorities have not complied with court orders to provide necessary amenities to the former Chief Minster.
Earlier, former Finance Minister during the TDP term, Yanamala Rama Krishnudu, disclosed the same mosquito problem to the media.
After visiting N Chandrababu Naidu on September 18 in Central Prison, Rama Krishnudu reported excessive mosquitoes in Chandrababu Naidu's prison room. When they inquired about this, the officials claimed to have provided a mosquito net, bed, and other items.
Rama Krishnudu stated that it is evident there are inadequate facilities in the former Chief Minister's room.
Despite numerous complaints from TDP leaders, the prison authorities have not addressed the issues, causing Chandrababu Naidu difficulties during his confinement, the party claims.
While people across the state are concerned about the former Chief Minister's safety, there have been no attempts from the officials to address these concerns, the party added.

Why Did Warner Turn Into A Right-Hander? Teammate's 'Ashwin' Explanation
Southpaw David Warner had to employ a rather bizarre tactic of batting right-handed against R Ashwin in the second ODI because of the turn the Indian was generating from the Indore pitch, said Australia bowling all-rounder Sean Abbott. Australia were never in the hunt after India amassed 399 for five to take an unassailable lead in the three-match series on Sunday. Warner (53) and Abbott (54) were the two Australian batters who got going before the visitors suffered their fifth ODI loss in a row.
Warner played some audacious strokes batting both left and right-handed. He is known for his innovative strokeplay including reverse hits but he took that to the next level on Sunday when he resorted to bat with a right-hander's stance while facing Ashwin.
The premier India spinner did get the better of Warner eventually but it was not before the 'right-hand' batter swept him for a boundary, much to the amusement of his teammates in the dugout.
"I think that's a testament to Ashwin's skills, to be honest, because I think if Davey's just going to sit there and bat left-handed and Ashwin he's not going to miss his length, too often, and with the ball spinning so much, he's got the one that goes the other way, the straighter one and all the variations that go along with that," said Abbott when asked Warner's unusual methods.
"David just thought he had to change it up. He plays golf right handed. we obviously see how dynamic he is batting like doing his switch hitting and stuff. So he weighed up those options. They actually might have spoken about it during the test match here (in March).
"He's done it before he practices it in the nets. So I was like, 'Oh, this is different' but Davey's Davey, so we just let him crack on, he's a great competitor," said Abbott who himself staked a strong claim for a spot in the playing eleven for the World Cup with his clean hitting.
Indian batters feasted on the Indore track but going by Abbott, it was not easy facing Ashwin and Ravindra Jadeja under lights.
"It was a difficult batting wicket in the end, facing their spinners. They're very skilful. So we were going to have our work cut out for us.
"Before we went out there bat we had some glimpses of some good batting especially from Davy and I just thought Ashwin and Jadeja on that wicket there, especially Ashwin... tremendous skills spinning it both ways as a finger spinner.
"He asked me if I was picking them and I was like, no chance, mate, so very difficult," said Abbott whose entertaining effort comprised five sixes.
In the absence of Mitchell Starc, who might play in Rajkot on Wednesday, the Australians have been struggling to take wickets in the powerplay of late. The loss on Sunday raised questions over their form going into the World Cup.
Far from ideal: Abbott on Australia conceding 400 twice in 10 days
Before Sunday, Australia had allowed South Africa to hammer 416 in the fourth ODI in Centurion 10 days ago. Five losses in a row should be a matter of concern for the Aussies.
"It is far from ideal. But at the same time, we've got such a great group in that, we're communicating well out in the ground, but we've obviously just not executed as well as we would have liked.
"I've mentioned a couple of times already our execution in bringing those stumps into play, owning our lengths and putting pressure on the batters that way certainly has to improve. And I have no doubt of that. We've got a very skilled attack. Looking forward to the next game," he added.

Former Australian batter Aaron Finch thinks that Ravichandran Ashwin will not be able to make it to India's final squad for the ICC Men's Cricket World Cup. Speaking to Star Sports, Aaron Finch said that Ashwin has been included in the side in the ongoing ODI three-match series against Australia to guide the players as a mentor. "I think that depends on how they think the surfaces are going to play throughout the country, and by that time, I think the skill in picking a squad for the World Cup is you have to think of the back end. China's Virologist Warns Against Another COVID Outbreak: ''Highly Likely''
China's famous virologist Shi Zhengli, also known as ‘Batwoman', has warned that another coronavirus outbreak is “highly likely” to take place in the future, South China Morning Post reported. The virologist in a recent research paper, titled 'Assessment and sero-diagnosis for coronaviruses with risk of human spillover' warned that the world must be prepared for another disease, just like COVID-19, because "if a coronavirus caused diseases to emerge before, there is a high chance it will cause future outbreaks."
In the study, Ms Zhengli and colleagues from the Wuhan Institute of Virology evaluated the human spillover risk of 40 coronavirus species. They found that half of these species are ''highly risky''. Of these, six are already known to have caused diseases that infected humans, while there is evidence that a further three caused disease or infected other animal species.
''It is almost certain that there will be future disease emergence and it is highly likely a [coronavirus] disease again,'' the study warned.
The study was based on an analysis of viral traits, including population, genetic diversity, host species, and any previous history of zoonosis, SCMP reported. Further, the study also identified hosts of the pathogen including natural hosts like bats and rodents, or possible intermediate hosts including camels, civets, pigs, or pangolins.
However, other Chinese virologists dismissed the claims, while some others were reluctant to comment on Ms Zhengli's latest findings.
Meanwhile, another scientist from China's Centres for Disease Control and Prevention (CDC) told the publication on condition of anonymity that ''Chinese authorities are downplaying COVID-19, and some cities have stopped releasing infection data.''
The Wuhan Institute of Virology has been under increased scrutiny, with some US politicians promoting the theory that COVID-19 originated from an accidental leak from the lab. However, the head of US intelligence said there is no evidence for the claim, as per an AFP report.
In May this year, World Health Organisation (WHO) chief also remarked that the world must get ready for the next pandemic, ''Disease X'', which might be "even deadlier" than Covid-19. According to WHO website, the term "represents the knowledge that a serious international epidemic could be caused by a pathogen currently unknown to cause human disease".
It could be a new agent - a virus, a bacterium, or a fungus - without any known treatments. The WHO started using the term in 2018. A year later, COVID-19 began to spread across the world.

All Schools, Colleges Closed In Bengaluru Tomorrow Due To Bandh
All schools and colleges will be closed in Bengaluru on Tuesday following a "Bengaluru Bandh" call given by various organisations, said Deputy Commissioner and District Magistrate Dayananda K.A. in a statement.
According to reports, various organisations, including farmers and pro-Kannada groups, have called for Bengaluru bandh from 6 am to 6 pm on September 26 following their protest against the contentious release of the Cauvery river water to Tamil Nadu from Karnataka.
Bandh will cause disruption to normal life in the city, with schools, colleges, government offices, banks, ATMs, public and private transport, shops, commercial establishments, and restaurants and hotels expected to be closed.
However, essential services such as hospitals, nursing homes, medical shops, emergency services, petrol pumps, water supply, electricity, and sanitation services are expected to remain open.
While concerning the law and order situation in the city heavy deployment of police will be made and section Section 144 has been enforced.
"Today addressing press, @CPBlr has reiterated that no bundh/protests/processions are allowed as per Supreme Court/High Court instructions. Section 144 enforced citywide - gatherings of more than 5 people not permitted. Dial 112 for any help. Additional police will be deployed for maintaining law and order," said Bengaluru City Police in a post on 'X'.
Meanwhile, amid the ongoing Cauvery river water sharing dispute with Tamil Nadu, Janata Dal-Secular (JDS) MP HD Deve Gowda on Monday in a letter to Prime Minister Narendra Modi requested for a team of experts to study the water and standing crop situation in Karnataka.
"I have made an appeal to the PM on the prevailing situation. In my letter to the PM, I wrote that the Jal Shakti department should file a review petition and a committee of experts should be sent to Karnataka to study the water and standing crop situation. I requested the same to the Vice President of the country," the ex-PM said in a joint press briefing with JD(S) leader and former CM HD Kumaraswamy.
The JD(S) supremo further said that his party is here 'to save the people' of the state. "I don't want to speak on alliance and other issues at present. I'm only speaking pertaining to Cauvery. I don't want to say anything related to bandh called tomorrow. I'm alive not for politics or power. We are here to save the people of the state. My party exists for this. I was crying when I was speaking in parliament about Cauvery," he added.

"Don't Know Why He Was...": Suryakumar's Post-Match Act Baffles Sehwag
The talismanic Suryakumar Yadav finally roared back to form in ODI cricket, scoring 50 runs off 49 balls before being dismissed. Surya, who remains a part of India's ODI World Cup squad too, hasn't quite managed to impress in the 50-over format while wearing the Indian team but the Mohali ODI on Friday was different. In fact, even after the match had ended, Surya reportedly did some more batting practice in the nets. When former India cricketer Virender Sehwag was asked about the mentality behind such an act, he said that it's not something he personally ever did.
In a chat during the post-match show, Sehwag said that he only believed in giving his all on the field. In fact, he also feels Surya doesn't need to work his skills as the mental aspects of the game.
"I didn't need to. When you go out there, you put your 100 percent effort. Sometimes, you get out and it's fine. But for me, that was it. I wouldn't practice until the next day. I don't know the reasons why he was knocking after the game, but I believed that you prepared for this particular game, you had the chance, you made a mistake and got out. Focus on the mistake, the mindset is more important. The skills won't go anywhere, you don't need practice," Sehwag said.
"It's the mindset. What were you thinking when you play that shot, whether it was the right decision or not. The mental tuning is more important. You should've focussed on skills when you had those three ducks in a row. Now that you've scored runs, you have to tune yourself mentally," Viru added.
Suryakumar's place in the Indian ODI team has been questioned by many, owing too poor shows in the format. But, with the selectors deciding to pick him in the ODI World Cup squad, he would be determined to repay the management's faith.

Ahead Of Madhya Pradesh Polls, Jyotiraditya Scindia Aide Returns To Congress
Pramod Tandon, an associate of Union minister and BJP leader Jyotiraditya Scindia, on Saturday returned to the Congress's fold ahead of the assembly elections in Madhya Pradesh.
Mr Tandon, along with Ramkishore Shukla and Dinesh Malhar, was formally re-inducted into the Congress by the party's state unit chief Kamal Nath in Indore.
Mr Tandon had joined the Bharatiya Janata Party when Mr Scindia and several Congress MLAs close to him crossed over to the party in March 2020, toppling the Kamal Nath-led Congress government in the state in the process.
Mr Tandon was made a member of the state BJP's working committee, but he resigned recently.
He was said to be a die-hard loyalist of Jyotiraditya Scindia and his father, late Madhavrao Scindia, before him.
Samandar Patel, another BJP working committee member, had returned to the Congress along with hundreds of supporters on August 18 in Bhopal.
Mr Patel told PTI that Mr Tandon is the sixth leader from the Scindia camp to rejoin Congress. Baijnath Singh Yadav, another state BJP working committee member, had rejoined the Congress in July.

BJP-Linked Group ABVP Wins Big At Delhi University Polls
The RSS-affiliated ABVP on Saturday won three out of the four central panel posts of the Delhi University Students Union (DUSU) and the Congress' student wing NSUI bagged one, according to officials.
Tushar Dedha of the Akhil Bharatiya Vidyarthi Parishad (ABVP) won the post of DUSU president, defeating NSUI's Hitesh Gulia.
The Congress student wing's Abhi Dahiya bagged the post of vice-president.
ABVP's Aparajita and Sachin Baisla won the posts of secretary and joint secretary, respectively.
The counting of votes for the DUSU's central panel posts of president, vice-president, secretary and joint secretary concluded on Saturday evening. The election was held on Friday.
The DUSU elections have always seen a direct fight between the ABVP and the National Students' Union of India (NSUI). The ABVP won three of the four seats in the 2019 elections as well.
The DUSU elections were last held in 2019. The polls could not be held in 2020 and 2021 due to COVID-19 while possible disruptions to the academic calendar prevented their conduct in 2022.
Twenty-four candidates were in the fray for the four posts this year.
Chander Shekhar -- the chief election officer for the polls -- said the university recorded a voter turnout of 42 per cent. Around one lakh students were eligible to vote in the election.
While the voting percentage was higher than in 2019 when a turnout of 39.90 per cent was recorded, it failed to surpass the nearly 11-year-high figure of 2018.
The turnouts in 2018 and 2017 were 44.46 per cent and 42.8 per cent, respectively.
Elections at 52 colleges and departments for the central panel were conducted through electronic voting machines (EVMs) while voting for the college union polls was on paper ballots.
For students, core issues ranged from fee hikes to the lack of affordable accommodations, enhanced security during college fests and menstrual leaves.
The ABVP, Congress-affiliated NSUI, CPI(M)-backed Students' Federation of India (SFI) and the CPI(ML)-Liberation-linked All India Students' Association (AISA) had fielded candidates for all four central posts.
The DUSU is the main representative body for most colleges and faculties. Each college also has its own students' union, elections to which are held annually.

"Won't Let It Get Implemented Unless...": Uma Bharti On Women's Quota Bill
Bharatiya Janata Party leader and former Madhya Pradesh Chief Minister Uma Bharti on Saturday said that she would not let the Women's Reservation Bill get implemented unless it takes into account the OBCs.
"I represent half of the population of the country. We have accepted the bill which accounts for 33% reservation to women, but I will not let the bill get implemented unless it takes into account the OBCs", Uma Bharti said while speaking to reporters in Madhya Pradesh's Bhopal.
"The backward class people account for a major section of society. I want to appeal to the Madhya Pradesh Chief Minister to provide 50% reservation to women in the upcoming elections. That too, with reservation to women belonging to Scheduled Caste and Scheduled Tribe included", she added.
Earlier on Tuesday, Ms Bharti wrote to Prime Minister Narendra Modi over the tabling of the women's reservation Bill, demanding that of the 33-per cent reservation assured for women in the legislative bodies, 50 per cent should be set aside for ST, SC and OBC communities.
In her letter, a copy of which is with the ANI, Ms Bharti wrote, "The introduction of the women's reservation Bill in the parliament is a matter of happiness for the women of the country. When this special reservation was presented in the House by the then Prime Minister Deve Gowda in 1996, I was a member of Parliament. I immediately stood up and moved an amendment to this Bill and more than half of the House supported me. Deve Gowda happily accepted the amendment. He announced the handing over of the Bill to the Standing Committee."
"There was a lot of uproar in the House before it was adjourned. As soon as she came to the corridor of the House, many MPs from her party were angry but late former Prime Minister Atal Bihari Vajpayee gave her a patient listening. Despite being staunch political opponents, Mulayam Singh Yadav, Lalu Yadav, and their party MPs were all in favour of the amendment, she wrote.
She added in her letter, "I am presenting a proposal for an amendment before you (PM Modi) as well. I am confident that you will get this Bill passed with the proposed amendments. 33% reservation for women in legislative bodies is a special provision. However, it should be ensured that of these 33 per cent reserved seats, 50 per cent are set aside for ST, SC and OBC women."
There is a provision for special reservations for backward caste women in Panchayati Raj and local bodies, she noted in her letter, adding that backward women from the Muslim community, recognised as such by the Mandal Commission, should also be considered for reservation in legislative bodies. If this Bill is passed without this special provision, then the women from the backward classes will be deprived of this special opportunity, she added.
"Although the MPs of our party and other parties, especially the Left and Congress MPs, were very angry with me, some senior leaders of our party supported me. As long as I was with you in the cabinet for five years, whenever the issue of women's reservation was raised, I would insist that it should be balanced and holistic," Ms Bharti wrote.
"I am no longer in the Parliament but the backward, Dalit and tribal sections of the country are confident that our government will clear the Bill after taking interests into consideration," she added.
The Women Quota Bill, which provides for 33 per cent reservation for women in the Lok Sabha as well as the state legislative assemblies, cleared its final legislative hurdle at the Rajya Sabha on Thursday with 214 members voting in support and none against.
Earlier on Wednesday, the Bill got the nod of the Lok Sabha as it was passed with a brute majority of 454 votes in favour and just 2 against.
Even as some Opposition members flagged concerns over the delay in implementation of the Bill, the Centre maintained that it would implemented after due process.
The Rajya Sabha had earlier passed the Women's Reservation Bill in 2010 during the Congress-led UPA government but it was not taken up in the Lok Sabha and subsequently lapsed in the Lower House.

Pro-China Candidate Mohamed Muizzu Wins Maldives Presidency
Pro-China candidate Mohamed Muizzu won Saturday's presidential election in the Maldives, a result set to once again upend the archipelago's relationship with traditional benefactor India.
Muizzu, 45, helms a party that presided over an influx of Chinese loans when it last held power in the atoll nation, better known for its luxury beach resorts and celebrity tourists.
He won 54.06 percent of the vote in the run-off contest, prompting incumbent Ibrahim Mohamed Solih to concede defeat shortly before midnight.
"Congratulations to president-elect Muizzu," Solih wrote on X, formerly Twitter. "I also congratulate the people who have shown a peaceful and democratic process."
Muizzu made a brief appearance outside his party's campaign headquarters to urge supporters not to celebrate until Sunday morning, when campaign restrictions officially come to an end.
Solih, 61, will serve as caretaker president until his successor is inaugurated on November 17.
The result upends Solih's efforts to revert the country's diplomatic posture back towards New Delhi since taking office five years ago.
Muizzu played a pivotal role in an earlier government's development programme, bankrolled in part by financial largesse from China's Belt and Road infrastructure initiative.
He told a meeting with Chinese Communist Party officials last year that his party's return to office would "script a further chapter of strong ties between our two countries".
Geopolitical hotspot
The Maldives sits in a strategically vital position in the middle of the Indian Ocean, astride one of the world's busiest east-west shipping lanes.
Muizzu's mentor, former president Abdulla Yameen, borrowed heavily from China for construction projects and spurned India.
Solih was elected in 2018 on the back of discontent with Yameen's increasingly autocratic rule, accusing him of pushing the country into a Chinese debt trap.
Yameen's turn towards Beijing had also alarmed New Delhi, which shares concerns with the United States and its allies about China's growing assertiveness in the Indian Ocean.
India is a member of the strategic Quad alliance alongside the United States, Australia and Japan.
But Solih's restoration of the Maldives' traditional posture itself proved controversial, with many in the archipelago disapproving of India's outsized political and economic clout.
Muizzu has vowed to free Yameen, currently serving an 11-year sentence for corruption on the same prison island where he had jailed many of his political opponents during his tenure.
In his brief appearance Saturday, Muizzu urged the outgoing president to use his executive power and transfer Yameen to house arrest.
Turnout in Saturday's poll was 85 percent, slightly higher than the first-round vote held earlier this month.
Watchdog group Transparency Maldives said there had been some incidents of "electoral violence," without specifying further details.
Officials said one voter broke open a plastic ballot box, but the ballots were saved and there was no interruption to the count.
Police reported arresting 14 people, mostly for taking photographs of their marked ballot papers and sharing them on social media.

Man With Special Needs Detained For "Misbehaving" On IndiGo Flight
A mentally disabled passenger was detained for allegedly "misbehaving" and "locking himself" inside a bathroom onboard an Indigo Hyderabad-Patna flight following a complaint against him by the crew, officials said.
The alleged incident took place on Indigo flight 6E 126.
Officials further said the accused was detained by the police after landing at the Patna airport.
"He misbehaved on the flight and also locked himself inside the toilet onboard," the crew stated in their complaint.
Station House Officer, Airport police station, Vinod Peter told ANI, "The passenger, Kamar Riyaz, is mentally disabled and is under treatment. He was carrying medical reports. He was travelling with one of his relatives from Hyderabad to Patna."
"On a complaint filed by indigo staff, we detained him," he said, adding that further verification is underway.

"No Posters Or Bribes, Vote For Me If You Want To": Nitin Gadkari
In a sign of his confidence in the work he has done, Union Minister Nitin Gadkari said he has decided not to put up any posters or banners for the Lok Sabha elections next year, nor will he offer any inducements to voters. "I have served you. Vote for me if you like, don't if you do not want to," Mr Gadkari told a public gathering in Maharashtra.
Speaking during the inauguration of a road in Washim on Saturday, Mr Gadkari said in Marathi that he will not bribe (give chai-paani to) the voters and that he would not indulge in corruption, nor let them indulge in it.
"I have decided that I will not put up any banners or posters for the next Lok Sabha elections and will not give any chai-paani. You will not get the darshan of Goddess Lakshmi (a colloquial way of saying one won't get money), nor will you get domestic or foreign liquor. I will not indulge in corruption and won't let you indulge in it either," he said.
Mr Gadkari, who is the minister for Road Transport and Highways, is the Lok Sabha Member of Parliament from the Nagpur constituency.
On Thursday, the minister had said that the government is working on a policy to ensure that there are no potholes on national highways by the end of the year. The ministry is also preferring to undertake construction of roads using the Build-Operate-Transfer (BOT) model as such projects are maintained better, he had said.
Generally, road construction is done using three models - BOT, Engineering, Procurement and Construction (EPC), and Hybrid Annuity Model (HAM).
"The roads which are constructed under the EPC mode require maintenance quite early whereas, under the BOT mode, roads are better constructed as the contractor knows that he will have to bear the cost of maintenance for the next 15-20 years," news agency PTI quoted Mr Gadkari as saying.

All Schools, Colleges Closed In Bengaluru Today Due To Karnataka Bandh
As pro-Kannada and farmers' organisations have called for a 'Karnataka Bandh' on Friday to protest the release of Cauvery river water to neighbouring Tamil Nadu, the administration in Bengaluru has declared a holiday in all educational institutions in the city for the day.
"As Karnataka bandh has been declared by various organizations, a holiday has been declared for all schools and colleges in Bengaluru city in the interest of students," said KA Dayananda, Bengaluru City District Deputy Commissioner.
Meanwhile, in view of the bandh, prohibitory orders under Section 144 of the Criminal Procedure Code (CrPC) have been imposed in the Mandya district, where schools and colleges will remain closed tomorrow, said District Collector Kumar.
Karnataka has been witnessing protests over the release of Cauvery water to Tamil Nadu after the Supreme Court refused to intervene in the decisions of the Cauvery Water Management Authority(CWMA) and its assisting body Cauvery Water Regulation Committee (CWRC) that directed the state to do so.
In the latest decision, the CWRC had ordered Karnataka to ensure the release of 3,000 cusecs of Cauvery water at Biligundlu starting from September 28 till October 15, 2023. In the earlier spell, it was 5,000 cusecs.
Members of Karnataka Rakshana Vedike Swabhimani Sene on Thursday interrupted a press conference being held by actor Siddharth for his film and demanded he leave the venue.
The actor was promoting his upcoming film 'Chikku' in Bengaluru when the members of Karnataka Karnataka Rakshana Vedike Swabhimani Sene disrupted the event, saying that it was not an appropriate time for him to do that as Tamil Nadu was demanding Cauvery River water from Karnataka.
Also, a group of the Karnataka Rakshana Vedike (KRV) activists on Thursday held a massive protest in Bengaluru against the state MPs and Siddaramaiah Government over the Cauvery River water issue.
The KRV activists shouted slogans of "Cauvery Is Ours" as they protested against the release of the river water to Tamil Nadu.
KRV Women's Wing President Ashwini Gowda said that this is the time for all Kannadigas to come together and demanded that the state-elected MPs should come up and speak up on the matter and stand for the people of Karnataka or resign from the post.
"The issue has been raised for 150 years and I think this is the right time for all Kannadigas to come and have a better conclusion," she said in a statement.
The KRV activist also demanded the Prime Minister's intervention in the matter.
"The MPs of Karnataka do not want to raise this issue and they do not want to talk about this. There is not even a single MP talking about the issue of Cauvery, we want them to talk or we want them to resign," she said.

16-Year-Old Boy Dies During Ganesh Idol Immersion At Mumbai's Juhu Beach
Amid the beating of drums and chants of 'Ganpati Bappa Morya', various Ganesh mandals in Mumbai on Thursday started processions to immerse the idols of the deity, marking the culmination of the 10-day festival. By 6 pm, a total of 7,950 idols had been immersed, comprising 7,513 household ones, 329 'sarvajanik' or public idols and 108 of goddess Gauri, a Brihanmumbai Municipal Corporation official said.
He said a 16-year-old boy identified as Hasan Yusuf Shaikh was rescued from the sea at Juhu by lifeguards amid the immersions and rushed to nearby Cooper Hospital, where doctors declared him dead on arrival.
There was no report of any other untoward incident during the immersions across the metropolis till evening, the BMC official added.
As per civic data, 2,199 of 7,950 idols were immersed in artificial ponds set up by the civic body.
The 2,199 idols comprise 2,096 household idols, 63 'sarvajanik' ones and 40 of goddess Gauri, the official added.
Since early in the day, huge crowds gathered at various places in the city to catch a glimpse of their favourite deity, as decked up idols of Lord Ganesh in various forms and sizes were taken out of pandals for their final journey, accompanied by music, dance and prayers.
The festival, which began with 'Ganesh Chaturthi' on September 19, concludes on the 'Anant Chaturdashi' on Thursday with the immersion of idols in the Arabian Sea and other water bodies here.
In Mumbai's Lalbaug area, famous for celebrating the festival with grandeur, the procession of idols of Tejukaya and Ganesh Gully mandals started with chants of 'Ganapati Bappa Morya, Pudhchya Varshi Lavkar Ya' (come soon next year Lord).
The procession of the famous Lalbaugcha Raja idol, that attracts maximum number of devotees during the 10-day festival, started at around 11.30 am.
A large number of people were seen waiting on both sides of roads for the final 'darshan' of the idol.
Thousands of people gathered on the streets of Lalbaug and other major procession routes of Ganesh idols to bid farewell to the deity with heartfelt prayers and witness the vibrant processions being taken out with music, dance and sprinkling of 'gulal' (vermillion powder).
There was also a large gathering of people at Lalbaug's Shroff building to witness 'pushpavrusti' (showering of flowers) on the Ganesh idols.
Crowds also assembled on the main road leading to Girgaon in south Mumbai, from where the maximum number of processions pass. These include the processions of Ganesh idols from Fort, Girgaon, Mazgaon, Byculla, Dadar, Matunga, Sion, Chembur and other areas.
According to the Brihanmumbai Municipal Corporation, as many as 1,65,964 idols, including several household idols, 'sarvajanik' (public) ones and idols of Goddess Gauri, were immersed in various water bodies here including artificial ponds till the seventh day of the festival.

Girl Stabbed To Death On Way To School In Latest Knife Attack In London
London police said they had arrested a teenager after a 15-year-old girl was stabbed to death on her way to school on Wednesday, stoking fresh concern about the scale of knife crime in the UK.
Emergency services including an air ambulance were called to the scene in Croydon, south London, at around 8.30 am (0730 GMT) following reports of a stabbing.
Paramedics battled to save the girl but she was pronounced dead at the scene 50 minutes later, police said, adding that a 17-year-old boy was later arrested.
London mayor Sadiq Khan said he was "heartbroken" by the fatal incident and pledged to "continue working day and night to end the scourge of knife crime in our city".
According to official figures, 99 people under the age of 25 were killed in England and Wales with a knife or sharp object in the year to March 2023. Of those 13 were under the age of 16.
The deaths were among 50,000 stabbing incidents in the year to March 2023, a five percent increase on the previous year and a 75 percent increase on a decade ago, the figures from the Office for National Statistics showed.
Police said the suspect in custody was being questioned by detectives.
"Our immediate thoughts are with this young girl's family who are facing the most tragic of news. Our officers are with the girl's family to support them," said Chief Superintendent Andy Brittain of the Metropolitan Police.
Victor Azare, a 50-year-old security guard on his way home after a night shift, said he and others chased a boy in a school blazer after seeing him stab the girl in the neck with a knife that was "black, thin, and about a foot (30 centimeters) long".
"We tried to catch him and a lot of people tried to save the girl. I was so shocked, I was shaken. It's somebody's daughter," he told British media.
Media reports said the girl had just got off a bus at the time and appeared to have been having an argument with a boy who then attacked her.
The girl, whose identity has not yet been released, was a pupil at Old Palace of John Whitgift School, a private girls' school in Croydon.
"We are deeply shocked by the senseless and tragic death of our much-loved and valued friend and pupil," the school said in a statement.
"It will take some time for the Old Palace community to come to terms with this terrible news.
"Above all, we send our love and deepest sympathies to the girl's family at this unimaginably distressing time," it added.

Bear Gatecrashes Family Picnic In Mexico, Gorges On Enchiladas And Tacos
A picnic party at Mexico's Chipinque Ecological Park turned into a heart-stopping encounter for a family when a hungry black bear decided to join their celebrations. In a video that has gone viral on social media, the bear is seen gorging on enchiladas, salsa, tacos, and french fries laid out on a picnic table in the park.
The incident happened when Silvia Macias of Mexico City was celebrating the 15th birthday of her son, Santiago, who has Down's syndrome at the park, as per BBC. Suddenly, a bear showed up out of nowhere, jumped onto the table, and devoured the picnic snacks. The mother-son, meanwhile, sat frozen in silence, as the woman covered the boy's face and held him tight. When there was no more food, the bear leaped off the table and left.
The video was filmed by Ms. Macias' friend, Angela Chapa, and later went viral across several social media platforms.

The video has gone viral, and many said that they were terrified watching the clip. Many also lauded the woman's bravery and presence of mind. One user wrote, ''I think the mum was the real bear here protecting her young.''
Another commented, ''This bear in Mexico going to town on tacos and enchiladas while people just remain calm is something to behold.'' A third wrote, ''Mom was amazingly cool and obviously well-versed in how to behave in the situation.''
A fourth said, ''If you are ever encountered by a bear, the most important thing is to stay calm. Do not run away, as this may trigger the bear's chase instinct. Instead, back away slowly and make yourself look as big as possible. If the bear charges, curl up into a ball and protect your head and neck.''
According to a BBC report, the park's website warned visitors that encounters with black bears have increased in the Monterrey metropolitan area and have been seen prowling in parks, neighbourhoods, and streets near the mountains increasing the risk to people and to the bears.
The park also advised visitors to "never try to photograph a bear up close".

Disease X: What Do We Know? Not Much, And That Is The Problem
A UK health expert's warning that a new pathogen could cause a pandemic as deadly as the Spanish Flu - which killed 50 million people - has sent alarm bells ringing in a world that is yet to completely emerge from what it hoped was a once-in-a-lifetime event -- Covid-19

Disease X is on the list of "priority diseases" on the WHO website, a roll call that also includes the Ebola virus disease, Middle East respiratory syndrome (MERS) and Severe Acute Respiratory Syndrome (SARS), Nipah and Zika. These are all diseases that have a high fatality rate. The list was first published in 2017.
What Is Disease X
According to the WHO website, Disease X "represents the knowledge that a serious international epidemic could be caused by a pathogen currently unknown to cause human disease". The pathogen could be a virus, a bacterium or a fungus.
In essence then, it serves as a warning that the next pandemic could be lurking around the corner and it is very difficult to predict what could cause it. It also helps direct research and investment towards emerging diseases and is meant to aid in the quick development of vaccines.
"Targeting priority pathogens and virus families for research and development of countermeasures is essential for a fast and effective epidemic and pandemic response. Without significant R&D investments prior to the Covid-19 pandemic, it would not have been possible to have safe and effective vaccines developed in record time," a release quoted Dr Michael Ryan, Executive Director of WHO's Health Emergencies Programme, as saying.
What The Expert Said
In an interview to the Daily Mail, Kate Bingham, who served as the chair of the UK's Vaccine Taskforce from May to December 2020, said the new virus could have a similar impact to the devastating Spanish Flu of 1919-1920.
"Let me put it this way: the 1918-19 flu pandemic killed at least 50 million people worldwide, twice as many as were killed in World War I. Today, we could expect a similar death toll from one of the many viruses that already exist," she said.
"In a sense, we got lucky with Covid-19, despite the fact that it caused 20 million or more deaths across the world. The point is that the vast majority of people infected with the virus managed to recover... Imagine Disease X is as infectious as measles with the fatality rate of Ebola. Somewhere in the world, it's replicating, and sooner or later, somebody will start feeling sick," Ms Bingham told the Daily Mail.
Strategy
The WHO's R&D Blueprint is a global strategy and preparedness plan that allows the rapid activation of research and development activities during epidemics. It is meant to to fast-track the availability of effective tests, vaccines and medicines that can be used to save lives and avert large-scale crises, according to the WHO website.
For each disease an R&D roadmap is created, followed by target product profiles. The roadmap is then used to guide the response to outbreaks in both urgent action and in developing ways to improve the global response for future epidemics.
Pandemics Increasing?
While the origins of Covid-19 aren't 100% clear, it is believed to be a zoonotic disease which first infected a human in Wuhan, China, through a bat or some other animal.
As per the National Center for Biotechnology Information (NCBI) in the United States, the potential for diseases to spread and escalate into epidemics or pandemics is increasing. The reasons cited for this include globalisation and the increased flow of humans and goods to all parts of the world.
The other reasons include urbanisation and the fact that, in many parts of the world, people are clustered together and living in overcrowded and unhygienic environments in which infectious diseases can thrive. The destruction of forests is also seen as a big danger.
The NCBI cites climate change, increased human-animal contact, and a shortage of health workers as the other reasons. The last of these is important because trained health workers can help identify and contain diseases before they spread, but they are usually lacking in places where such epidemics originate.

Chandrababu Nadu, With Z Plus Cover, Seeks Refuge From Mosquitoes In Jail
N Chandrababu Naidu has Z plus security in prison but it's no match against the mosquitoes.
In a tweet, on Thursday, Nara Lokesh, Chandrababu Naidu's son, expressed suspicion that Chief Minister Jagan Reddy had imprisoned his father with the intent of killing him.
A few days ago, a prisoner in the Rajahmundry Central Jail in Andhra Pradesh, where Mr Naidu is also lodged in connection with a corruption case, died due to dengue, Nara Lokesh pointed out, raising concern over his father's health.
Mr Lokesh also alleged that the prison authorities have ignored Chandrababu Naidu's complaints about mosquito bites in the jail.
Similarly, the TDP Andhra Pradesh President, Kinjarapu Atchannaidu, today, expressed concern about a severe mosquito infestation in the prison. He emphasized that these concerns have intensified following the death of a prisoner due to dengue.
Atchannaidu revealed that the prison authorities have not complied with court orders to provide necessary amenities to the former Chief Minster.
Earlier, former Finance Minister during the TDP term, Yanamala Rama Krishnudu, disclosed the same mosquito problem to the media.
After visiting N Chandrababu Naidu on September 18 in Central Prison, Rama Krishnudu reported excessive mosquitoes in Chandrababu Naidu's prison room. When they inquired about this, the officials claimed to have provided a mosquito net, bed, and other items.
Rama Krishnudu stated that it is evident there are inadequate facilities in the former Chief Minister's room.
Despite numerous complaints from TDP leaders, the prison authorities have not addressed the issues, causing Chandrababu Naidu difficulties during his confinement, the party claims.
While people across the state are concerned about the former Chief Minister's safety, there have been no attempts from the officials to address these concerns, the party added.

Why Did Warner Turn Into A Right-Hander? Teammate's 'Ashwin' Explanation
Southpaw David Warner had to employ a rather bizarre tactic of batting right-handed against R Ashwin in the second ODI because of the turn the Indian was generating from the Indore pitch, said Australia bowling all-rounder Sean Abbott. Australia were never in the hunt after India amassed 399 for five to take an unassailable lead in the three-match series on Sunday. Warner (53) and Abbott (54) were the two Australian batters who got going before the visitors suffered their fifth ODI loss in a row.
Warner played some audacious strokes batting both left and right-handed. He is known for his innovative strokeplay including reverse hits but he took that to the next level on Sunday when he resorted to bat with a right-hander's stance while facing Ashwin.
The premier India spinner did get the better of Warner eventually but it was not before the 'right-hand' batter swept him for a boundary, much to the amusement of his teammates in the dugout.
"I think that's a testament to Ashwin's skills, to be honest, because I think if Davey's just going to sit there and bat left-handed and Ashwin he's not going to miss his length, too often, and with the ball spinning so much, he's got the one that goes the other way, the straighter one and all the variations that go along with that," said Abbott when asked Warner's unusual methods.
"David just thought he had to change it up. He plays golf right handed. we obviously see how dynamic he is batting like doing his switch hitting and stuff. So he weighed up those options. They actually might have spoken about it during the test match here (in March).
"He's done it before he practices it in the nets. So I was like, 'Oh, this is different' but Davey's Davey, so we just let him crack on, he's a great competitor," said Abbott who himself staked a strong claim for a spot in the playing eleven for the World Cup with his clean hitting.
Indian batters feasted on the Indore track but going by Abbott, it was not easy facing Ashwin and Ravindra Jadeja under lights.
"It was a difficult batting wicket in the end, facing their spinners. They're very skilful. So we were going to have our work cut out for us.
"Before we went out there bat we had some glimpses of some good batting especially from Davy and I just thought Ashwin and Jadeja on that wicket there, especially Ashwin... tremendous skills spinning it both ways as a finger spinner.
"He asked me if I was picking them and I was like, no chance, mate, so very difficult," said Abbott whose entertaining effort comprised five sixes.
In the absence of Mitchell Starc, who might play in Rajkot on Wednesday, the Australians have been struggling to take wickets in the powerplay of late. The loss on Sunday raised questions over their form going into the World Cup.
Far from ideal: Abbott on Australia conceding 400 twice in 10 days
Before Sunday, Australia had allowed South Africa to hammer 416 in the fourth ODI in Centurion 10 days ago. Five losses in a row should be a matter of concern for the Aussies.
"It is far from ideal. But at the same time, we've got such a great group in that, we're communicating well out in the ground, but we've obviously just not executed as well as we would have liked.
"I've mentioned a couple of times already our execution in bringing those stumps into play, owning our lengths and putting pressure on the batters that way certainly has to improve. And I have no doubt of that. We've got a very skilled attack. Looking forward to the next game," he added.

"Don't See Him...": Ex-Australia Star's Massive Statement On R Ashwin
Former Australian batter Aaron Finch thinks that Ravichandran Ashwin will not be able to make it to India's final squad for the ICC Men's Cricket World Cup. Speaking to Star Sports, Aaron Finch said that Ashwin has been included in the side in the ongoing ODI three-match series against Australia to guide the players as a mentor. "I think that depends on how they think the surfaces are going to play throughout the country, and by that time, I think the skill in picking a squad for the World Cup is you have to think of the back end. But you can't think too much about it because you have to get there.
I think he might struggle to make it to the final 15, but as somebody who has played so much cricket, I think the rest of the group that is with the Indian team for this current series against Australia, they could learn so much about big game play. He's the one that I always tried to avoid, but neither of us are playing now, so that's I think new ball bowlers who can swing, are a danger to everyone. South Africa's star batter Faf du Plessis also spoke on which bowlers will be key at the World Cup where he also agreed with Finch's selection.
“Yeah, I'm similar to Finch. I think it depends on the wickets. China's Virologist Warns Against Another COVID Outbreak: ''Highly Likely''
China's famous virologist Shi Zhengli, also known as ‘Batwoman', has warned that another coronavirus outbreak is “highly likely” to take place in the future, South China Morning Post reported. The virologist in a recent research paper, titled 'Assessment and sero-diagnosis for coronaviruses with risk of human spillover' warned that the world must be prepared for another disease, just like COVID-19, because "if a coronavirus caused diseases to emerge before, there is a high chance it will cause future outbreaks."
In the study, Ms Zhengli and colleagues from the Wuhan Institute of Virology evaluated the human spillover risk of 40 coronavirus species. They found that half of these species are ''highly risky''. Of these, six are already known to have caused diseases that infected humans, while there is evidence that a further three caused disease or infected other animal species.
''It is almost certain that there will be future disease emergence and it is highly likely a [coronavirus] disease again,'' the study warned.
The study was based on an analysis of viral traits, including population, genetic diversity, host species, and any previous history of zoonosis, SCMP reported. Further, the study also identified hosts of the pathogen including natural hosts like bats and rodents, or possible intermediate hosts including camels, civets, pigs, or pangolins.
However, other Chinese virologists dismissed the claims, while some others were reluctant to comment on Ms Zhengli's latest findings.
Meanwhile, another scientist from China's Centres for Disease Control and Prevention (CDC) told the publication on condition of anonymity that ''Chinese authorities are downplaying COVID-19, and some cities have stopped releasing infection data.''
The Wuhan Institute of Virology has been under increased scrutiny, with some US politicians promoting the theory that COVID-19 originated from an accidental leak from the lab. However, the head of US intelligence said there is no evidence for the claim, as per an AFP report.
In May this year, World Health Organisation (WHO) chief also remarked that the world must get ready for the next pandemic, ''Disease X'', which might be "even deadlier" than Covid-19. According to WHO website, the term "represents the knowledge that a serious international epidemic could be caused by a pathogen currently unknown to cause human disease".
It could be a new agent - a virus, a bacterium, or a fungus - without any known treatments. The WHO started using the term in 2018. A year later, COVID-19 began to spread across the world.

All Schools, Colleges Closed In Bengaluru Tomorrow Due To Bandh
All schools and colleges will be closed in Bengaluru on Tuesday following a "Bengaluru Bandh" call given by various organisations, said Deputy Commissioner and District Magistrate Dayananda K.A. in a statement.
According to reports, various organisations, including farmers and pro-Kannada groups, have called for Bengaluru bandh from 6 am to 6 pm on September 26 following their protest against the contentious release of the Cauvery river water to Tamil Nadu from Karnataka.
Bandh will cause disruption to normal life in the city, with schools, colleges, government offices, banks, ATMs, public and private transport, shops, commercial establishments, and restaurants and hotels expected to be closed.
However, essential services such as hospitals, nursing homes, medical shops, emergency services, petrol pumps, water supply, electricity, and sanitation services are expected to remain open.
While concerning the law and order situation in the city heavy deployment of police will be made and section Section 144 has been enforced.
"Today addressing press, @CPBlr has reiterated that no bundh/protests/processions are allowed as per Supreme Court/High Court instructions. Section 144 enforced citywide - gatherings of more than 5 people not permitted. Dial 112 for any help. Additional police will be deployed for maintaining law and order," said Bengaluru City Police in a post on 'X'.
Meanwhile, amid the ongoing Cauvery river water sharing dispute with Tamil Nadu, Janata Dal-Secular (JDS) MP HD Deve Gowda on Monday in a letter to Prime Minister Narendra Modi requested for a team of experts to study the water and standing crop situation in Karnataka.
"I have made an appeal to the PM on the prevailing situation. In my letter to the PM, I wrote that the Jal Shakti department should file a review petition and a committee of experts should be sent to Karnataka to study the water and standing crop situation. I requested the same to the Vice President of the country," the ex-PM said in a joint press briefing with JD(S) leader and former CM HD Kumaraswamy.
The JD(S) supremo further said that his party is here 'to save the people' of the state. "I don't want to speak on alliance and other issues at present. I'm only speaking pertaining to Cauvery. I don't want to say anything related to bandh called tomorrow. I'm alive not for politics or power. We are here to save the people of the state. My party exists for this. I was crying when I was speaking in parliament about Cauvery," he added.

The talismanic Suryakumar Yadav finally roared back to form in ODI cricket, scoring 50 runs off 49 balls before being dismissed. Surya, who remains a part of India's ODI World Cup squad too, hasn't quite managed to impress in the 50-over format while wearing the Indian team but the Mohali ODI on Friday was different. In fact, even after the match had ended, Surya reportedly did some more batting practice in the nets. When former India cricketer Virender Sehwag was asked about the mentality behind such an act, he said that it's not something he personally ever did.
In a chat during the post-match show, Sehwag said that he only believed in giving his all on the field. In fact, he also feels Surya doesn't need to work his skills as the mental aspects of the game.
"I didn't need to. When you go out there, you put your 100 percent effort. Sometimes, you get out and it's fine. But for me, that was it. I wouldn't practice until the next day. I don't know the reasons why he was knocking after the game, but I believed that you prepared for this particular game, you had the chance, you made a mistake and got out. Focus on the mistake, the mindset is more important. The skills won't go anywhere, you don't need practice," Sehwag said.
"It's the mindset. What were you thinking when you play that shot, whether it was the right decision or not. The mental tuning is more important. You should've focussed on skills when you had those three ducks in a row. Now that you've scored runs, you have to tune yourself mentally," Viru added.
Suryakumar's place in the Indian ODI team has been questioned by many, owing too poor shows in the format. But, with the selectors deciding to pick him in the ODI World Cup squad, he would be determined to repay the management's faith.

Pramod Tandon, an associate of Union minister and BJP leader Jyotiraditya Scindia, on Saturday returned to the Congress's fold ahead of the assembly elections in Madhya Pradesh.

Mr Tandon had joined the Bharatiya Janata Party when Mr Scindia and several Congress MLAs close to him crossed over to the party in March 2020, toppling the Kamal Nath-led Congress government in the state in the process.
Mr Tandon was made a member of the state BJP's working committee, but he resigned recently.
He was said to be a die-hard loyalist of Jyotiraditya Scindia and his father, late Madhavrao Scindia, before him.
Samandar Patel, another BJP working committee member, had returned to the Congress along with hundreds of supporters on August 18 in Bhopal.
Mr Patel told PTI that Mr Tandon is the sixth leader from the Scindia camp to rejoin Congress. Baijnath Singh Yadav, another state BJP working committee member, had rejoined the Congress in July.

BJP-Linked Group ABVP Wins Big At Delhi University Polls
The RSS-affiliated ABVP on Saturday won three out of the four central panel posts of the Delhi University Students Union (DUSU) and the Congress' student wing NSUI bagged one, according to officials.
Tushar Dedha of the Akhil Bharatiya Vidyarthi Parishad (ABVP) won the post of DUSU president, defeating NSUI's Hitesh Gulia.
The Congress student wing's Abhi Dahiya bagged the post of vice-president.
ABVP's Aparajita and Sachin Baisla won the posts of secretary and joint secretary, respectively.
The counting of votes for the DUSU's central panel posts of president, vice-president, secretary and joint secretary concluded on Saturday evening. The election was held on Friday.
The DUSU elections have always seen a direct fight between the ABVP and the National Students' Union of India (NSUI). The ABVP won three of the four seats in the 2019 elections as well.
The DUSU elections were last held in 2019. The polls could not be held in 2020 and 2021 due to COVID-19 while possible disruptions to the academic calendar prevented their conduct in 2022.
Twenty-four candidates were in the fray for the four posts this year.
Chander Shekhar -- the chief election officer for the polls -- said the university recorded a voter turnout of 42 per cent. Around one lakh students were eligible to vote in the election.
While the voting percentage was higher than in 2019 when a turnout of 39.90 per cent was recorded, it failed to surpass the nearly 11-year-high figure of 2018.
The turnouts in 2018 and 2017 were 44.46 per cent and 42.8 per cent, respectively.
Elections at 52 colleges and departments for the central panel were conducted through electronic voting machines (EVMs) while voting for the college union polls was on paper ballots.
For students, core issues ranged from fee hikes to the lack of affordable accommodations, enhanced security during college fests and menstrual leaves.
The ABVP, Congress-affiliated NSUI, CPI(M)-backed Students' Federation of India (SFI) and the CPI(ML)-Liberation-linked All India Students' Association (AISA) had fielded candidates for all four central posts.
The DUSU is the main representative body for most colleges and faculties. Each college also has its own students' union, elections to which are held annually.

"Won't Let It Get Implemented Unless...": Uma Bharti On Women's Quota Bill
Bharatiya Janata Party leader and former Madhya Pradesh Chief Minister Uma Bharti on Saturday said that she would not let the Women's Reservation Bill get implemented unless it takes into account the OBCs.
"I represent half of the population of the country. We have accepted the bill which accounts for 33% reservation to women, but I will not let the bill get implemented unless it takes into account the OBCs", Uma Bharti said while speaking to reporters in Madhya Pradesh's Bhopal.
"The backward class people account for a major section of society. I want to appeal to the Madhya Pradesh Chief Minister to provide 50% reservation to women in the upcoming elections. That too, with reservation to women belonging to Scheduled Caste and Scheduled Tribe included", she added.
Earlier on Tuesday, Ms Bharti wrote to Prime Minister Narendra Modi over the tabling of the women's reservation Bill, demanding that of the 33-per cent reservation assured for women in the legislative bodies, 50 per cent should be set aside for ST, SC and OBC communities.
In her letter, a copy of which is with the ANI, Ms Bharti wrote, "The introduction of the women's reservation Bill in the parliament is a matter of happiness for the women of the country. When this special reservation was presented in the House by the then Prime Minister Deve Gowda in 1996, I was a member of Parliament. I immediately stood up and moved an amendment to this Bill and more than half of the House supported me. Deve Gowda happily accepted the amendment. He announced the handing over of the Bill to the Standing Committee."
"There was a lot of uproar in the House before it was adjourned. As soon as she came to the corridor of the House, many MPs from her party were angry but late former Prime Minister Atal Bihari Vajpayee gave her a patient listening. Despite being staunch political opponents, Mulayam Singh Yadav, Lalu Yadav, and their party MPs were all in favour of the amendment, she wrote.
She added in her letter, "I am presenting a proposal for an amendment before you (PM Modi) as well. I am confident that you will get this Bill passed with the proposed amendments. 33% reservation for women in legislative bodies is a special provision. However, it should be ensured that of these 33 per cent reserved seats, 50 per cent are set aside for ST, SC and OBC women."
There is a provision for special reservations for backward caste women in Panchayati Raj and local bodies, she noted in her letter, adding that backward women from the Muslim community, recognised as such by the Mandal Commission, should also be considered for reservation in legislative bodies. If this Bill is passed without this special provision, then the women from the backward classes will be deprived of this special opportunity, she added.
"Although the MPs of our party and other parties, especially the Left and Congress MPs, were very angry with me, some senior leaders of our party supported me. As long as I was with you in the cabinet for five years, whenever the issue of women's reservation was raised, I would insist that it should be balanced and holistic," Ms Bharti wrote.
"I am no longer in the Parliament but the backward, Dalit and tribal sections of the country are confident that our government will clear the Bill after taking interests into consideration," she added.
The Women Quota Bill, which provides for 33 per cent reservation for women in the Lok Sabha as well as the state legislative assemblies, cleared its final legislative hurdle at the Rajya Sabha on Thursday with 214 members voting in support and none against.
Earlier on Wednesday, the Bill got the nod of the Lok Sabha as it was passed with a brute majority of 454 votes in favour and just 2 against.
Even as some Opposition members flagged concerns over the delay in implementation of the Bill, the Centre maintained that it would implemented after due process.
The Rajya Sabha had earlier passed the Women's Reservation Bill in 2010 during the Congress-led UPA government but it was not taken up in the Lok Sabha and subsequently lapsed in the Lower House.
